Until a couple of years ago, Agra and Lucknow were connected by a narrow two-lane road riddled with potholes and sluggish traffic that underscored the poor infrastructure that Uttar Pradesh was notorious for.
Not anymore. The 302-kilometre expressway that opened last December provides a seamless journey and has transformed the villages it slices through and the lives of thousands of people whose livelihoods depend on the road.
Not just them, chief minister Akhilesh Yadav’s political fortunes are riding on the expressway, which is at the core of a development plank the Samajwadi Party is hoping will carry it back to power in UP.
The 3,000 hectares of land in 232 villages on the route that spans 10 districts was acquired without even a whimper of protest because of two reasons — the quantum of land compensation that was four-fold the market rate and the fact that entire route was a Yadav family pocket borough.
Udavan Singh, a farmer in Etmadpur Madra village near the carriageway starting point in Agra, used to live in a thatched hut before he got Rs 1.5 crore compensation per bigha of land in 2015. He now lives in a six bed-room house and has switched political sides.
“I got a house and a car (SUV). We also got concrete roads. I used to campaign for BJP against Raj Babbar of Congress. Now I am with Akhilesh Bhaiyya,” he said.
Singh is one of countless farmers whose aspirations have been fuelled by the expressway that has also made truckers happy by slashing their travel time by two hours, besides providing a joyride route for SUV owners.
For instance, Jaiveer in Himnapur village of Uttar Pradesh’s Kannauj was just an ordinary farmer till 2015. Today, this 36-year-old is envied after getting a whopping Rs 2 crore by way of land compensation for his 10.5 bigha land.

He visited the western district of Uttar Pradesh under the Bharatiya Janata Party’s (BJP) ‘Maha Jan Sampark Abhiyyan’ to celebrate nine years of the Narendra Modi government at the centre.
During his address at Agra’s Kothi Meena Bazar ground, Rajnath Singh said that the BJP will again form the government at the Centre with more Lok Sabha seats in its tally than the 2019 Lok Sabha seats.
Eyeing the 80 Lok Sabha seats of Uttar Pradesh, he said that the saffron party will clean sweep the state in the 2024 Lok Sabha general elections.

By Siraj Qureshi: Following an Income Tax raid that continued for several days at the residence and office of former BSP MLA from Agra, Zulfiqar Ahmed Bhutto’s meat exporter firm, HMA group disclosed Rs 100 crore undeclared income on Wednesday.
The raid continued for 88 hours at 35 locations spread in 12 cities of 5 states in India, involving over 180 income tax officers, paramilitary forces, and other security personnel.
This is the second biggest recovery in Agra made by the Income tax department in recent years. Four years earlier, a raid on Agra-based BNR Group had yielded Rs 101 crore of undeclared income.
A senior officer based in Agra told India Today that the HMA group is the third largest meat exporter company in India with over Rs 2000 crore turnover and an export network spread through 40 countries.
RAID CONDUCTED ACROSS CITIES
The I-T department conducted a simultaneous raid on 12 cities, including Delhi, Mumbai, Raipur, Unnao, Kanpur, Ghaziabad, Meerut, and Chandigarh. 18 locations were raided in Agra alone.
He said that the department has confiscated all documents, laptops, mobile phones, for further investigation, and if the undeclared income proves to be more than what has been surrendered, the penalty will be raised accordingly.

State Election Commissioner Manoj Kumar issued the notification for the elections. “The voting for the urban local body polls will be held on May 4 and 11,” he told media.
Model code of conduct across the state has come into force after the issuance of the election notification.
The Supreme Court on March 27 had paved the way for holding the urban local body polls in Uttar Pradesh as it allowed the State Election Commission to issue a notification in this regard in two days with an OBC quota in terms of a report of the Uttar Pradesh Backward Classes Commission.
The elections will witness the political parties, including the ruling BJP and principal opposition Samajwadi Party, trying to strengthen themselves ahead of the 2024 Lok Sabha elections. The politically crucial state sends 80 MPs to the Lok Sabha.

In the same tweet, he coined a slogan — “Opposition issueless, far away from the public — (choose) lotus flower (the BJP’s election symbol) for good governance”.
In a series of tweets welcoming the announcement, Maurya said the BJP’s double-engine government has done all-round development in the last six years through various schemes across the Uttar Pradesh with the policy of ‘Sabka Saath, Sabka Vikas’. He also urged the electorate to bless the BJP with their votes for the development of their respective areas.

Agra: The Taj City of Agra, 21% of whose population is dalit, is now looking for a political change in the upcoming Uttar Pradesh Assembly elections.
Sohan Singh, 42, comes off as a staunch supporter of Mayawati’s Bahujan Samaj Party (BSP). Sohan, a Jatav by caste (scheduled caste), runs a small betel nut shop at an intersection near the Fatehabad area. On Tuesday, February 1, he had a heated argument with one of his regular customers whom he asked to vote for the BSP.
The customer, in his argument, said, “Despite cases of atrocities against Dalits in the Taj district, neither Mayawati nor her cadre cared to come and listen to the problems of their people. So, it would be better to see Congress or the Samajwadi Party (SP) as an option in this Assembly elections”.
The statement of his customer irked Sohan, and he then started shouting that the BSP did not need people who saw other parties as an option. He became uncontrollable for a couple of minutes and could only be stopped by his wife.
After Taj Mahal, the city is also known as the Dalit capital of Uttar Pradesh, and about one-fifth of its population belongs to the scheduled caste. The Taj district has nine Assembly Constituencies, all of which are held by the Bharatiya Janata Party (BJP). Before 2017, the BSP dominated six of the nine constituencies.
Agra’s dalit population depends on the large shoe industry, cleaning industry, and leather industry. But the recent cases of alleged custodial death of a Valmiki youth and gangrape of a girl in Hathras have upset dalits in this district.
In Loha Mandi’s Valmiki Nagar, which is home to over 20,000 dalit people, Saurabh, a cleaning worker who goes by his initial name, said that the community needed a leader of its own. Standing outside the community’s assembly place, just beside the idol of mythological poet Maharishi Valmiki, Saurabh opined that they could not afford to be boycotted by the mainstream parties and the society anymore.
“We need education, we need better facilities, we need respect. Belonging to the Valmiki community or the scheduled caste does not mean that we people are made only for cleaning nullahs or doing the sanitation work,” Saurabh said in an angry tone. Referring to the recent death of a sanitation worker in police custody in Agra, he added, “Our brother Arun Valmiki was also a sanitation worker. He had been working with the police stations and was killed by the police.”
Standing amid the stench coming out of a big drainage channel passing through the Valmiki Nagar, Saurabh said that back in 2017, people voted for the BJP after getting convinced about the issue of Hindutva, but “no, not now.”
Hardly a hundred metres away from this spot is the house of Arun Valmiki, who died of a heart attack, but the family and community members allege that it was a custodial killing. The death of this 31-year-old sanitation worker had triggered a political firestorm in the district.
The family members of Arun Valmiki were visited by the Congress’s star campaigner Priyanka Gandhi Vadra and other political party leaders.
Parties like the Congress and the Samajwadi Party (SP) even provided financial compensation to the family. This has made the community look at these parties as an alternative to the BSP.
Sonu Narwal, elder brother of Arun Valmiki, in a brief conversation with the Newsclick, said that at the time of the incident, the BSP chief and prominent leaders of their cadre should have been with the community, which is their core voter. Instead, they were all busy appeasing the Brahmins, he added.
“We are very clear that we would vote for the party which stands for us. The BJP is not one of them, and the time will decide where the community is going,” Narwhal said.
A senior BSP cadre from Agra, who once had a chair in the party’s district committee, on being asked her party’s situation in the district, said, “This time, it is not like the 2017 elections. There is no Modi or Yogi wave, and people are now well aware of the issues. The Bahujan cadres know the kind of discrimination they have faced under this regime, and the entire SC, ST community is irked with the issue of atrocity and injustice done to them.”
“To ensure victory, the party (BSP) should contest this election as a party in every constituency and not as candidates,” she added.
A day later, on February 2, BSP supremo Mayawati addressed her first ever rally of the 2022 Uttar Pradesh Assembly elections in Agra. In her address, she pitched the condition of law and order as her poll plank.
Notably, the law and order condition of Uttar Pradesh, the state which has been dubbed as Ram Rajya or an ideal state by the saffron brigade, has come under question owing to several incidents, including alleged custodial deaths and police atrocities, among others.
The blue brigade chief said, “We did a splendid job when we were in power. The tasks undertaken by our regime were copied by the parties that followed us in power. Our government should be brought back for the welfare of all castes and communities.”
Meanwhile, Sohan Singh continues his fight to convince people like a faithful cadre to vote for the BSP despite being countered and abused by random people for making them believe in Bhimrao Ramji Ambedkar’s ideology.
How does Election Marketing work in India?
Uttar Pradesh State will hold local body elections May 4 and 11. The first phase of elections will take place May 4 in Agra, Firozabad, Gorakhpur, Jhansi, Lucknow, Mathura, Moradabad, Prayagraj, Saharanpur, and Varanasi, while the second phase will occur May 11 in Aligarh, Ayodhya, Azamgarh, Bareilly, Basti, Chitrakoot, Kanpur, Meerut, and Mirzapur. Polling will take place 07:00-18:00 and vote-counting is set to occur May 13.
Authorities have imposed Section 144 of the Indian Penal Code in Meerut District through June 30. Under Section 144, public gatherings of more than five people are prohibited, as are the possession and use of fireworks. Security personnel may implement additional enhanced measures, including internet and telecommunication service restrictions, depending on the severity of the perceived threat. Officials could expand the existing Section 144 measures and curfew to other areas in the event of additional disruptive gatherings. Officials also closed the border crossing between India and Nepal in Maharajganj District for 48 hours May 2 as a precaution.
Authorities will almost certainly maintain a heightened security presence across the state, particularly near polling stations, vote-counting centers, government buildings, and political rallies through May 13. Typical rally venues include prominent public squares, sports grounds, government buildings, and major thoroughfares. Assemblies by major political organizations are likely to attract thousands of participants. Authorities may attempt to disperse especially disruptive gatherings. Clashes between police and activists, as well as between members of opposing rival political camps, cannot be ruled out. The increased security measures and rallies may prompt associated localized transport and business disruptions.
Advice
Prepare for increased security – potentially including roadblocks and identification checks – in Uttar Pradesh State through at least May 13. Allow additional travel time on polling days; confirm business appointments and transport reservations in advance. Exercise caution near political party offices, rallies, polling stations, interstate checkpoints, and government buildings as a security precaution. If an unruly gathering forms, immediately leave the area and seek shelter at a safe nongovernment building. Carry valid identification and heed instructions from security personnel.

The city is set to get its third woman mayor after the ensuing urban local body polls. The Agra mayor seat was reserved for women candidates from the scheduled caste (SC) community in a recently issued notification of the state government.
The previous women mayors were BJP candidates despite the large support base of the Bahujan Samaj Party (BSP), which had won six out of nine assembly seats in Agra, often referred to as the ‘Dalit capital’ of Uttar Pradesh, in the 2007 and 2012 elections.
Interestingly, the BJP has not lost a single mayoral election in the Taj city since 1989, when its candidate Ramesh Kant Lavania was elected to the post, according to records.
After the seat was reserved for SC women in 1995, Baby Rani Maurya, a prominent Dalit face of the BJP and now a cabinet minister in the state government, became the first woman mayor of Agra. Her rise to political heights was rapid as she became a member of the state women’s commission and then named the national vice-president of the BJP before being chosen as the governor of Uttarakhand.
After unsuccessfully contesting as the BJP candidate from Etmadpur reserved seat, she won the Agra Rural assembly seat in 2022.
The BJP’s Kishori Lal Mahor won the mayoral election in 2000 when the seat was reserved for SC candidates.
The reservation for SC women in 2006 ensured the victory of the BJP’s Anjula Singh Mahour. She became the second woman to head the city as mayor.
Mahour, who later joined the Samajwadi Party, won the Hathras MLA seat in 2022 on a BJP ticket.
It was in 2012 that Indrajeet Arya, another SC candidate, won the top city post; the ensuing mayoral election in 2017 saw Naveen Jain rise to fame. That year, the mayor seat was kept unreserved.
Even as every party is looking for suitable women candidates for the mayoral post, it remains to be seen if Agra chooses to usher in a new electoral trend or conform to the past political tradition.
“The spread-out opposition, strong communication network of the BJP and propaganda of the double-engine government make the road easy for the BJP. The opposition needs to be united to break the winning streak of the saffron party, which has not only won all mayoral elections in the last three decades but successfully developed women leadership from the schedule caste community,” opined Madhurima Sharma, a retired professor from St Johns College and presently a Pradesh Congress Committee member.
A prominent Dalit activist, Suresh Chand Soni, blamed selection of wrong candidates by other parties as the reason for the success of the BJP.

While Pramila Pandey from Kanpur, Vinod Agarwal from Moradabad and Umesh Gautam Anwarat from Bareilly became the mayor for the second time in a row, Harikant Ahluwalia has been the mayor of Meerut earlier also.
